Does anyone know of a program that allows older PC games to be played on a computer with Vista? I figured this would be the best place to ask.

Also, when I say older, I mean "too old to play on Vista, but too new for DosBox to help."

Well, I can't help you as my disc drive isn't working and everything on steam seems to work automatically.

Depends entirely on the game. I've yet to try something in Win7 that didn't just work, but depending on what you're trying to play and what kind of computer it's on, you might be able to run it in a VM (like VirtualBox or something) running XP or Win95 or whatever is appropriate.

Everything seems to work fine for me, I find that the general rule is that if it doesn't work it's your PC, not Vista.
