This is a fairly common practice.

The voice actors for young boys tend to be women in like their 20's or 30's, mostly because they have no idea how long the show's gonna stay on, and having a young boy as a voice actor is risky considering, you know, puberty and whatnot.

Steven (Stephen?) Blum does a lot of anime voices, and Spike Speigal (cowboy Bebop) and Zabuza and Orochimaru (Naruto) all sound fairly different.
