I always figured the saying referred to the nature of mankind rather than the means of war.

I think they mean that war never changes in the sense that everyone reacts to it the same - you know it's a tragedy, you know thousands will die, you know you can't stop a war. That is what you can't change.

War never does change, its killing others for your own personal gain, it always was and always will be, even in a post apocaliptic wasteland.

Like you said, if Fallout 3 is to be believed then the answer is never.

My personal opinion is that it changes with every Christmas single (to keep itself up to date).

although if you take the Cold war in account thats probally the only war that seems to stand out because there was no direct conflict only a expansion of power by the 2 super powers.

Changes with the discovery of a new weapon.

Archery changed war - 100 years war, think it was around Caen, well trained English archers destroyed a large French force, before then peasants didn't really kill nobles.
Gunpowder changed war - Especially in feudal Japan, Nobunaga Oda deserves a very notable mention.
Automatic weapons changed war - Charge of the light brigade anyone
Flight changed war - a whole new aspect of war, cavalry evolved into tanks, planes are new.
Surface to surface missiles changed war, this is where we are, next will be wide usage of satellite to surface missiles in my opinion

Also, I think missile satellites are already banned.

I just googled war jokes. I personally didn't find anything funny. :-/
Quoting Fallout or Solid Snake seem like the only good ones.

On a more serious note, the reasons why we fight wars and how we fight those wars (basically, purpose and technology) do change. But in its most basic essence (lots of people hurting/killing lots of other people) war has never changed. Heck, even animals such as Meerkats and Monkeys wage war.

I wonder if the dinosaurs fought wars. T-Rex in a fighter jet...

War changes with new technology. About 10-15 years I would say. War is never the same, new weapons, new enemies, new terrain, and new threats. As time changes, so will the ideas of people. Even the the most basic elements of war change, humans killing humans. War will always change.
