Maybe the wrong topic, but since that other one is 4 months old...
My ideal 40K game would be kind of like a multi layered Galactic Civ/Battlefleet Gothic, Civ/Armageddon or final liberation and finally a sort of Xcom/Dawn of war scale.
Start as a newly appointed planetary governor on a newly colonised planet with the imperial remit to conquer a newly found/accesible sector. Start as either a Rogue Trader, Ecclesiarch, retired IG general, Mechanicus, Ex Inquisitor or Imperial Noble (Fuck Xenos, acquire planets). They give you different bonuses, early acess to tech, different playstyles etc.
Space battles can be auto resolved or played out like BFG.
Planetary invasions can auto or you can play them out at a Civ/HoI scale (albeit simplified). Then if you want any engagements on that map can be auto'd like they would in Civ or HoI or played out like Armageddon or Final Liberation, though if you could come up with a decent realtime representation at Epic scale I'd go for it.
Occasionally minor skirmishes and missions can pop up due to AI activity (or you can seek them out) over certain things that you can play out in an X-com or DoW style. "Some stinky Tau have landed on planet X and are trying to influence the population, take them out!" "Inquisitorial agents have found a small cult guarding a heretical artefact, send in a stormtrooper squad to purge them! (and what will happen to the artefact afterwards...)"
It's a rather grand vision admittedly, but would be so awesome.
