Movies film in a city all the time. They just do the actions there than cut out all the sound and do voice overs later. In fact, I'm pretty sure most scenes in most movies are done that way.

Cap then jabs Fury in the nose him in the nose and screams, "Nice try, Fritz, but the highest-ranking black man in the U.S. Army is a Brooklyn-born captain I grew up with!"

But I know Hollywood would never have the balls to do that.

I wouldn't be surprised if they did. It pretty much summarizes Cap's lack of adjustment to the future, and movies have done worse.
