I'd say Bayonetta covers both bases. The enemy design, the story and the weapon design are all weird and the dialogue is very camp anime style. Enemies are skinless mounds of flesh bound in mobile marble statues; weapons include a giant golden chainsaw pulled out of nowhere, guns strapped to your stiletto heels and your own hair and anyone who can explain the story in a short, simple paragraph deserves a medal.

It only makes sense as a "more of the stuff you liked from *this* game", if you try to think "what is that doing there?" you're done for.
Haven't played it, but Ultimate Muscle Roller looks a contender too.
It's kinda hard to think of, because old games are pretty much all abstract. Tetris is completely bonkers if you try to think of it as a real situation, and Mario games made no sense from the word "Super" onwards. I guess it needs to be something unexpectedly weird.

Haven't played it myself, but a friend recently introduced me to a game called LSD Dream Emulator. For the record, "LSD" is not referring to the drug, despite the images in the game. It's based on the developer's own dreams as written in his dream journal. You only walk around and explore, but the really interesting part of gameplay is that if you touch anything you're taken to a presumably random part of another dream. The game itself has to be seen to be believed, it's so weird. Look up some gameplay videos on YouTube. Looks too strange for me to want to actually play it, but it's sure interesting.
It is technically silly Japanese, but I think anyone would find it bizarre. Metal Wolf Chaos is the story of the US President donning a giant robot battle suit to fight off a military coup lead if I remember correctly the Vice President in a different battle suit.

For me, a little known game (Yes it's Japanese, be quiet) called Blood Will Tell.
You are a child chosen to save the Earth, so 48 demons appear and take all of your body parts. A Doctor finds you, makes you a prosthetic body (with inbuilt machinegun and knee cannon, and arm katanas) and when you grow up you set off to save the world and recover your missing boys parts.

All you need to know, is that you play as a weasel, strapped to a rabbit via chain. You use said rabbit as a flail to bash scientist,robots, security guards, lunch ladies, and other various mall/science lab/hotel/waste disposal/shipping center inhabitants.
I couldn't make this up if i tried.
