Think I know the game you're talking about. Operation Darkness, great idea, horrible horrible execution. Nazi vampires fighting Allied werewolves, you take on zombies, tanks, and dragons as well, plus, you've got a Frankenstein monster with you and some other creatures like that. Anyway, back to the original topic there.
How about an FPS style game where werewolves can kind of move about a bit like the aliens from Alien Vs Predator. I know it doesn't exactly fit in with the legends, but it's been done enough in modern media that it should fly. Well, even going along those lines, you could make a Left 4 Dead style game where you play as humans fending off werewolf hordes. Or perhaps a DMC style game would also work. Play as a badass werewolf guy who takes on...eh, vampires and probably other denizens of the night, maybe have the werewolf thing work like the demon awakening mechanic from the DMC games, where you go from being awesome human guy to superpowered werewolf guy for brief stints.
As for actual werewolf games, well, the only one I can think of that hasn't been mentioned was that Castlevania that they made for the N64, the one that was basically like a greatest hits style version of the first one that they made for the N64.
