It's been driving me nuts all week; clips of some movie I've only seen once years & years ago, running through my head. Think of it as a difficult riddle. I'll actually be shocked if anyone has any idea of what this could be.
Definately remember:

*It's cell animation, not flash or CGI.
*It's not an anime.
*Probably made bewteen the late 90s & early 2000s.
*Artsy & strange, probably not intended for children, but I don't remember any mature themes.
Stuff I'm not sure about:

*Limited color palette. Possibly used a lot of black, white, grey, red, & pink.
*Possibly a little dark in a classic Burtonesque sort of way.
*I seem to recall it being a bit like American McGee's Alice, Coraline, Silent Hill, Labyrinth, Phantom of the Opera, Return to Oz, The Snow Queen, & Pan's Labyrinth.
*I don't recall the music, it probably had no singing.
*I think it had a stong emphasis with hearts & masks & faces. I think everyone in this world wore a mask.
*The main character was a girl looking for someone or something. Her dad? Her brother? Her mother? A dead relative? A lost memory? Her way home?
*A mean or two-faced woman who may have been a queen, might even have been the girl's mother. She wanted to prevent the girl from returning to where she came from. I believe she has a huge variety of masks. Reminds me of Princess Langwidere from Ozma of Oz, renamed Mombi in the Return to Oz movie.
*There was a creepy shadow-like guy, possibly a spy sent to keep an eye on her, or was she following him? I guess he reminded me a bit of American McGee's Cheshire. I think he might have looked like a masked Nazgul.
