What are some "Make Your Own RPGs" programs?

So I've been kinda bored of all the big retail rpgs (fantasy overload) and had the idea of making an rpg that I would be interested in playing.

I have no game development or programming knowledge but Id be willing to tinker. I've seen a few sites that promise programs for noobs, but I have no idea if they're worth their $60 price.

Now, that depends very much on the kind of RPG you're hypothetically making. Roguelike is doable purely with Visual Studio or any other C coding program, but I think you run into pretty crude UI without other assets.

Elder Scrolls CS/CK (as of Skyrim) is large enough for total conversion, but it is likely too complex given you have no experience at all.

Thirdly, Flash-based is a possibility but you probably have to do background coding on language.
