Im going to have to go with the Stephen Fry, Christopher Lee, Bruce Lee (Yes I will resurrect him from the dead), James May and Bill Bailey combo with Stephen as the overall ruler of the universe.

does that matter, id go for mattias nilsson, he may not be a celebrity or even a real person but it would be awesome if he did rule the world...

Unless you want the world to be governed by a corpse, then yes it does kind of matter...
