I think it takes more than that to label Bethesda as bad at that. They also are working on a universe they did not create. Alright a few things: First of all, super mutes' dont make people into mutants, they kill them. Super mutants are made when they are exposed to the FEV virus in vault 87, or when two super mutants reproduce (mentioned by Fawkes as well the vault's terminals.) Second, The slaves are used for many things: forced labour, body guards, ect. Few problems there: one, super mutants can't reproduce. Physically impossible.
