What franchise or developer is on the brink of greatness?

Kind of defeats the purpose of claiming that a developer who has already achieved greatness status is on the brink of it... that's like saying Bioware's gonna break through any year now!
You're taking it as read that Portal, HL2 and TF2 are iconic. I think there's something missing from each, though they are all very good, and therefore there's at least one even greater game to come from them soon.

Yes, but valve is already an established big-name developer. I was assuming the thread was about smaller devs who could be on the verge of becoming big devs.

Obsidian, it seems like their sparse but great RPGs are just in need of a masterwork, a crowning glory and then they will be one of the greatest RPG developers.

They gave us Viewtiful Joe, Okami and God Hand for starters.

Bayonetta was good, Vanquish will be better, whatever may come after those,
it'll be great gaming history.
SEGA needs their games, Yakuza and Sonic 4 won't save them.
