What game am I thinking of?

All day long I've been trying to remember the name of a game that was released in '98 or '99. It was a strange game in which you controlled this miniature submarine. I don't remember much about it. It was kinda like a free roaming space game only this game took place in the ocean and your submarine was really small. I also remember you had to tow cigarette buds around to complete some missions. Can anyone name this game? It's driving me crazy.
