If you have a made up perk that you think is good post it here. Give it a name, what it does, if you can upgrade it how does it get better, and how or when do you get it. Post as many as you like.

Transparent: You don't have to sneak to stay hidden. Req.: lvl 20 sneak 100

Quick draw: If you are close to a enemy and you aren't sneaking and attack before they get there weapon out damage is x1.5. upgrades to x2. Req.: lvl 15 all weapons skills have to be at 30

Samurai: All bladed weapons do x1.5 damage and a special move in vats. Upgrades to x3 damage. Req.: lvl 10 melee weapon 40

Friendly nuke: Your nuke attacks don't damage allies. Req.: Special training

Smooth talker: Some enemies can be talked out of fighting or convinced to help you. Req.: lvl 5 Speech 60 Charisma 8

Silent killer: Sneaking up close on a enemy allows for a special stealth kill. Req.: lvl 25 sneak 100 melee 50 strengh 7

A perk that allows you to repair weapons with other weapons of the same caliber.
A perk that gives you night vision when sneaking.
A perk that allows you to eat scrap metal and shit bullets.

Escape Artist..... Able to fast-travel even during combat and when it says you can't. (Except for like quest purposes)

Man's Best Mutated friend...... Feeding dogmeat certain items associated with what you killed (such as mire lurk cakes, and yao gai meat) will turn Dog-meat into that creature for a set time. This would be similar to Fate and it's pet transformation system.

Divine Intervention......Sometimes during combat a bolt of lightning or meteor will come down and kill your enemies instantly.(Similar to the Mysterious Stranger).

Last Stand.......When Near Death, you take 75% less damage, and your small guns (and big guns) increases as well as your melee weapons skill. Your strenth and endurance also briefly increase by about 5-10

General Hades......When you kill a humanoid enemy theres a chance that he will return from the dead and fight alongside you. They take significantly less damage, and will continue to fight alongside you until they perish again. You can have up to 3 of them at once. In this time you can give them any gun to wield, however, their accuracy isn't the greatest.

Release the Beast: Occasionally enemies will begin to flee in fear after using VATs with either Melee or Unarmed weapons. Requirements: Unarmed - 60, Melee - 60, Endurance - 7

Soul Shooter: Enslavable chracters can be tricked to give you their soul, turning each soul into one bullet for a special magnum that does the same amount of damage as a mini nuke. Requirments: Small Guns - 50 Charisma - 7

EDIT: Soul Shooter incurs bad karma

Human Shield: Defeated enemies can be equipped as armour to reduce damage from minor fire (so anything but miniguns or rockets etc). However they have low condition, can't be repaired and will turn to gorey messes when broken (so you can still loot them).

I think there was already one like that, while you're grabbing something, your damage resistance goes up or something.

"...and a nice Chianti": Allows the looting of the item "human flesh" from humanoid enemy corpses. In addition, eating human flesh or using the 'cannibal' perk now provides significantly more health in addition to a temporary buff to intellect and perception. Requires: 'Cannibal' Perk

A perk that lets you grow extra limbs, you take more damage and you use more bullets but the extra shoots at the enemy with you

It's not quite grabbing though, the corpse will actually be worn like a vest almost, changing the appearence, thought it could work on protectrons too, for better resistance but slower mobility/accuracy.

wereclaw: after sleeping you have 1 in 10 chance of being a death claw for 24hours or till you sleep again (same happens if you wait over night). requires :10 strength 10 endurance 100 melee lv20

edit: bear heart: if you eat yagoi meat all your skills increase by 10 requires lv8

"knock knock": locked doors that have friendly/nutural NPC's inside them have a 10% chance of auto-unlocking - level 2 7 luck 7 charisma

Yeah, sorta. You tie the arms and legs around you with the torso and face covering your front
with you peering past the face, or with the arms and legs tied together and worn like a sash

You get to canibalise and explode people into 'bloody messes' why not this too :p
