Communism sounds good in theory, but when you throw human nature into the mix it simply does not work.

Who wants to be Techy McTech the Engineer who works 8 hours a day on a difficult problem when you can be a party boy who doesn't do anything critical and still get paid the same amount.

More difficult profession has to be compensated more otherwise there are simply no point in studying to do it in the first place

I think it'd be a great plan, the government would have a lot more money that (providing that government were completely free of corruption) they could use to improve the country as a whole. Of course they'd have a lot to manage (funding educational institutions, medical facilities, everything pertaining to infrastructure, and much more) but considering how much yearly income would be at their disposal, it could do very well.
