Would Germany have been reformed the way it did without a scapegoat? Would they have still gone to war? What impact would this have had on the world, with Soviet Russia rising possibly unchecked by WWII? If Germany did reform, would it have become an economic superpower?

Possibly, as typically a myriad of subjects causes a country to go to war.

Soviet Russia was quite busy keeping itself in check, with Stalin deciding that the ultimate power in Russia was him.

Germany is missing a few material resources for it's size to become a true economic superpower, plus it's location isn't the greatest for trade.

3. Hilary Clinton would have most likely been the next president of the usa. A terrifying prospect. Although depending on what school of philosophy Obama partook of, we'd have some good reading material.
