It seems to be an all-purpose derogatory term for people who call out racist/bigoted/ignorant people for making racist/bigoted/ignorant comments on the web (see post #13 for great examples). No you'd actually be a rational person. That's no the implication. At least not whenever I've see it used. Personally I lose a little bit of faith in humanity every time I see the term used. The implication being that caring about race/gender/sexuality topics is a BAD thing.
The implication is that you can go way to far with this kind of thing. And that it's not about helping people it's about feeling morally superior. What I've been noticing is that you can't seem to bring up anything about the representation of women/LGHT/non-whites in media without at least five different people throwing the term around.
