What is "netfxupdate"?

For some time now, I've been getting a Microsoft Security Essentials pop-up every time I start up my computer. It pertains to a file called "netfxupdate", which I think pertains to something called "Microsoft .NET". Microsoft Security Essentials blocks just about everything, but I want a better idea on what exactly this will actually do and if it's safe to actually proceed with.

Depending on its location it could be a legitimate part of the .NET Framework or it could be malware pretending to be a legitimate part of the .NET Framework.
