Street Fighter IV.... Ha hahahahah. Ha. Of course not.
Dawn of War I and II (Soul storm not included, the piece of s***). Epic, brutal and down right awesome. FEAR THE NECRONS muthaf***ers!!!
I don't know if this counts but the advertising campaigns for a lot of games, like Gears and Halo are undeniably epic.
Prince of Persia (360 version) had so many moments where I wasn't doing anything, it may as well have been a cut scene since.

For me it comes down to three,
The second to last cutscene in Mafia where Sam says to Tommy, "Friendship doesn't mean shit." In my opinion a very powerful scene.
Saints Row II - Brotherhood - Where you put Carlos out of his misery. I was not expecting that to happen.
Saints Row II - Ultor finale -Where Dane Vogel plummets from the top of the Ultor building.
