I tend to go for high Intelligence, and then I take Small Guns, Speech and Medicine. Because if I can't talk my way out of a bad situation, I'll sure as hell try to make sure I can shoot my way out. Honestly, just focus on getting perks and Intelligence. Your experience will just flow in quicker than you can say "That supermutant with a mini-nuke launcher is getting really big."
