More experienced players wil have better guns than you. You may not like it but you can't say it's not fair, it would be unfair the reward for their efforts and dedication was something so flawed it was practically useless.
Those Resistance perks/weapons are interesting, but a superweapon with so many flaws you may as well use something else is pointless. Where's the incentive?

Firstly, fair. Fair in gaming means everyone has a reasonable chance of success, discounting skill.
Note, that last bit is important. If you take ten players of equal skill, and assume average luck, then there should be virtually no difference in their performance. If there is a difference, and luck is not a factor, then one has an unfair advantage.
Your retarded rationale of "I played longer so I deserve to insta-gib noobs!" is fucked up. Take MGO. I have gone into games and won despite sub-optimal Skill Sets and using less than ideal weapons. That is because I was a more skilled player than my opponents; I was always one step ahead, I knew the map better, I knew the signs to watch out for and where I was likely to be ambushed. It was skill, not equipment, that won the day.
There is no way you can properly counter-balance skill, and you shouldn't. Weaker players should not get better gear to make up for it; that encourages laziness.
However,
better players should not get better gear either - the combination of skill
and power makes them all but untouchable for newcomers.
Now, you're probably too clueless to understand this, but let me tell you about a game called Rock, Paper, Scissors. Paper always loses to Scissors, but always beats Rock. Rock always beats Scissors, but always loses to Paper. Finally, Scissors always beats Paper, but always loses to Rock.
Resistance 2's Berserks are a variation on Rock, Paper, Scissors.
For example; Ironheart makes you harder to kill. Ring of Life trumps Ironheart because it makes you
and your allies harder to kill. The Pulse Cannon trumps Ring of Life because the Ring of Life doesn't move, so you're a sitting duck. Invisibility trumps Pulse Cannon because he won't see you coming. Finally, Ironheart trumps Invisibility because he won't be able to kill you fast enough to stop you turning around and blowing his head off.
This is called "Balance".
