I believe that option is covered under "Get that shit outta here. We're OG!". I don't think he looks like Barney. I do think that 1st gen tried to be more (for lack of a better word) chibi than successive generations. I am willing to bet that it was to draw in the younger generation.

he's to cute to be a normal dragon, but, yeah, it probably was drawn for a younger set in mind. the fact Charizard never got a 'dragon' classification, makes me ... confused, i mean LOOK AT IT -.- retards at Nintendo any way.
