Well, first I would find someone really charismatic to be a figurehead for me. Then I would systematically organize a stable secular nation. Private practice of religion would be permitted, but no religious group would be allowed to petition the government for special considerations. Private business would be allowed, but a failure to abide by fundamental guidelines to protect consumers from fraudulent activities would be met with public lashings. Politicians are not allowed... sorry. Governance and politics are two different things. Still not sure how I would work that out, but I might work under a mentor/apprentice framework. Every governor would have someone working under them whom they would appoint as their successor upon leaving power.
Basic tenents of my nation would include the recognition of a nation being a body of people, not a body of voices. Here, whoever can scream the loudest, and have the most indignation has the most voice, and this influence. My country would create a system to provide for the health needs of every citizen, every city would have a job-center to assist the unemployed to find suitable work, and the homeless would have clean and safe shelters where they could sleep and store their possessions for the night (mind you they would have to surrender some liberties for that service, but it is better than the cold.)
And... I could go on...
