my friend was talking about this once but I told him I only use steam (he was convincing me to use it) so what is it? Wikipedia said it was some singaporean gaming site or something...

I think that's some other Download store like Steam, Direct2Drive or XFire Store.

I've never tried em, and to be fair Steam offers such decent deals that ill stick with them, not to mention I dont need tones of Download content provider clients running at the same time xD
