Trying to reinstall a game, but according to the disc it's already installed.

Can't seem to find it in my computer, and I'm not sure what it's located in the reg.

If there's a good program out there that can find broke/bad installed programs and COMPLETELY remove them...it'd be a great help.

What game? How old and what not? And did you check the program files for sed game?

Otherwise I have no idea sorry.

I've used Perfect Uninstaller once, not really an intuitive interface but it seems to work well enough. However a simpler solution would be to google the error message from the installation as well as the name of the game...chances are you'll find a few threads with a solution telling you what to delete to get the installer to work (unless it's a compatibility issue with an old game, then you might need an alternative installer, a portable version, or have to use compatibility mode on the installer).

CCleaner should work. It even gets rid of the persistent registry entries that stick around after.
