Mostly when it's aimed at kids. Sometimes family stuff, because the line is pretty fine.
I don't use it in a pejorative sense, though. "Kiddie" to me doesn't mean bad, it means aimed at or intended for kids.

Most of the stuff on TV in our day was crap, too. For every Thundercats, there were ten bad shows that were there just to sell toys.
I'm betting there's some decent kids' shows now, too. I'm just not going to look for them. And anime clones. If I had a nickel for every bad Voltron or Robotech clone on TV in the 80s, I could invest in a time machine, go back, start a network, and get rich all over again marketing crappy anime to kids.
