These minors were also drinking and were from the age of 13. I'm sorry but minors or not, these kids should have been placed in the back of a paddy wagon and locked up until their parents picked them up. These kids are also known to break into homes and set things alight as an act of revenge.

What do you think should be done to prevent these occurances from happening again? (Aside from NOT chasing drunk minors with poles.) And also general thoughts and opinions.
those kids deserve to be crapped down their neck by nukem. he was a little stupid to chase them, but those kids are insane. i have a boy in my class named lucas who drinks alcohol (not much tho, only beer and strong cider), he plays with lighters, tunes em, and sets stuff on fire. also, when u tells him to stop, he says no. why? because hes as high as my dad (183 cm), hes violent and hes capable of holding 45pounds in 1 hand at the age of 13.

I believe people should be punished the way they behave.

A 13 year old that's mature enough to drink and destroy property, should get the same punishment as an adult. An adult acting like a child should get some time in a nice, small, padded room with a talking sock puppet called "Joe"

I know the above will never happen so:

Because this is also a parenting problem, their parents should be fined and forced to go to parenting classes.(or however they're called) If the child gets in trouble with the law more than once, the fine should be doubled each time they get caught.(a 150 euro fine would be a 2400 euro fine the fifth time, not 750)

What the fuck? They can't arrest them because they're kids? I am now very glad that I live in the USA. We arrest kids for behavior like that otherwise they turn into adults who think it's okay. If they're very young their parents are held responsable. But whoever is responable they still STOP THEM.
Especially if they're a group of sociopaths here in the states we call what you described as a 'gang' or a 'violence gang'.

The police did arrive straight away, but claimed that because they are minors they can't do anything. I call bullshit on that, because if minors can be arrested for drinking on council property (which they were also doing) then they can through the little bastards into a paddy wagon and cart them off to lock up until their parents claim them. This is, assuming their parents care. I know that not all police are bad (I work with a few in the shopping centre I work at) but these officers just didn't seem to care.
Well, that's just too bad. I don't know what to say. Nothing seems to be working out for your friend. Maybe the police are too scared to create some trouble by arresting minors who are also Aboriginal. I bet that'll be the cause of some paperwork. I've worked government jobs before and man, it's ALL ABOUT paperwork and covering your ass at every turn. Most of the public is demanding and ungrateful, and there is a lot of political crap going on in the chain of command. It's real messed up. I'm sure the police are good fellas at heart. They're just hindered by a cocktail of society's bullshit is all.
