I only know about these pictures because I've seen them dozens of times, but like I said, is there one dedicated website to this, or do people just create these random images and their funny captions?

I got mine either browsing 4chan or searching for them on torrent websites. People just put 600+ of these together and upload them as torrents. I don't think it counts as pirating.
