On topic, I'd say Tau again. Games Workshop seems to have decided last-minute that there couldn't be any clear "good guys", so they made them communist; good in theory, everyone does their part, but people slip through the cracks and become badly treated minorities until there are more desperate refugees than "chosen people".
I still don't buy it. The Tau empire relies on propaganda, sure, but they have plenty of resources to keep everyone happy with little actual spending/loss. They're competing with the Imperium of Man, where 90% of the population live in rusted, dripping apartment-sized abodes in underground cities rife with gang violence. You'd think it would be a clear choice, which is another reason why the Imperium is so dead-set on the Tau Empire's destruction when there are fleets of Tyranids, chaos cults, Eldar pirate strikes and whole Ork Waaaghs to deal with that are much more immediate threats. Chaos promises power with huge risk, the Tau promise safety at little risk. Without firing a single shot, they're undermining the Imperial system.
