Hinata Hyuuga, from Naruto. Cripplingly shy and insecure, gradually develops more confidence...well-deserved, since she's also a damn good martial artist and has one of the cooler powers in the series. Also, one of my favorite characters.

Zuko is one of the most developed, interesting characters on that show. And The Last Airbender isn't actually anime--it's American. So, eh. I guess it got lumped it.
