Since no one else has, I'm going to recommend The Dream-Quest of Unknown Kadath. And yeah, most (if not all) of Lovecraft's work is online already.

And yes, Lovecraft was racist even by the standards of his time (not to mention paranoid and otherwise messed-up). It's up to you whether or not that sours you on his work.

If he's on a tight budget, then he will probably have difficulty buying an e-book reader.

I was told to start off in the Dream Cycle before advancing into the Mythos - they introduce the sort of unique style and universe. But everyone has their own way of getting into Lovecraft I suppose.

Edit: Diving right in isn't a bad idea either. Once you're comfortable with the author, it isn't difficult to move around and enjoy the stories at your own pace :)
