Halo: ODST had a really, really good soundtrack (as well as Reach), and the Persona series has some stuff I like about it, but I think one rises above all the others...

Freakin' BlazBlue. That soundtrack is epic.

I'll go ahead and add in my favorite Zelda game for a soundtrack, since a lot of people just posted Zelda in general. I think Majora's Mask had the best one, since it had a lot of good tracks from the first game, and a lot of cool new ones in addition. They were slightly moodier and had a bit more disturbed emotions put into it. It helped make the game's thematic story rise even farther. I'd take Majora's Mask over Ocarina anytime in this argument, at least.
