This is profoundly silly.

Neural networks are far, far, far away from modeling a full human brain and modeling psychological disorders with one would imply already understanding the mechanism behind the disorder.

This is why you don't read pop psychology.

In the books, Cortana is much more crazy. Sure she puts on the appearance of sanity, but even the chief realizes she isn't quite right. Considering all the amount of information she must have assimilated on Halo, that would have accelerated her rampancy considerably. Either way, I don't think Cortana was completely right in the head after Halo 3 and her escapade with the Gravemind.

Chill out, this isn't Portal. The AI has no actual power, so it's not exactly a threat. The only way such a thing would be so is if some main government decided to use an AI as their mainframe computer and it went insane, which is only possible if someone decided to make it so.

You don't know how computers work, do you? If they made a computer that were programmed to be insane, I am assuming they didn't do like you suspect and infect it with a virus that works with Windows. If this is a computer simply programmed to be insane it's not something that CAN affect your computer because it's a unique kind of programming. This is not like the HIV-virus that mutated from a harmless virus in monkeys to the deadliest disease in the world. It can't mutate, it can only work on the computer it's been programmed for. If you don't believe me, try installing a program that only works with Linux on your computer (unless you run Linux then do it with a windows only software) the result will be that your computer doesn't recognize it. The programming will be far too different. The computer isn't in charge of anything that can go wrong, the computer is designed for this one purpose.
Do you think the computer will suddenly gain legs and start killing people? There is no harm in this since it cannot possibly do anything. It's for research purposes, and though it wont help us at all since the brain is far more complex than a computer it's not a bad start.

i don't think skynet was ever really insane, though... a little overzealous, sure, but it always acted rationally...

hell, giving skynet schizophrenia would be a good thing... it'd become too apathetic to kill anyone

Science isn't about why, it's about why not. You ask: Why is so much of our science dangerous? I say: Why not marry safe science if you love it so much. In fact, why not invent a special safety door that won't hit you in the butt on the way out, because you are fired.
