Hehe...I got the overly-villanous-exaggeration of a villain Captain Sternn. It was so freaking long ago I saw these cartoons as well. This part of the description actually made my day:

Power Rangers is a derivative of a bunch of different Super Sentai series. Kamen Rider is a different Super Sentai series.
They belong to the same company and stuff.
All of it is equally goofy and they're kinda related.
