There are few places I've seen where speeding is actually a problem - most roads and circumstances and traffic can handle 10-20 MPH over the listed limit without danger, and even more during light-traffic times. And for redlights - I hope he's not the type to blow through them, but "Pink Lighting" (Going through just as a light turns red) is often unavoidable (Some yellow lights aren't long enough for an approaching driver to recognize and slow down for), and at least in the U.S, there's a 'clear the intersection' delay between one side turning red and the other green.
