Procrastination is not always just laziness and last-minute-efforts. It depends on your line of work, of course, but in my case, if I had immediately jumped onto every single assignment I've been handed, I would have done a ton of wasted work. I can't count the number of times I have had something due on day 14, only to have the requirements change completely by the end of day 8. Had I actually spent any time working on said assignment prior to the changes, it would have been a complete waste.
Procrastination is one approach to dealing with the reality of uncertainty. To complete the adage; why put off until tomorrow what you can do today? Because you may not know until tomorrow if it actually needs to be done.
