Because it is Bethesda, and Bethesda haven't made a good looking game - relative to the time that it was released - since Oblivion, which came out in 2006.
The funny thing is, Fallout 4 runs like absolute ass, and it has no reason for doing so. The launch performance on both of the consoles was just laughable.
Hopefully Bethesda actually decides to adopt a new engine for whatever is coming out next. Not that i'll care, though; Bethesda coincidentally haven't made a good game since Oblivion, in 2006.
