Why is the console port of Team Fortress 2 not updated at all?

I ask this because The Orange Box has been out for years now and the console ports havent been updated what my question is why did valve even put TF2 on console versions if they dont update it

NOTE:I am happy we got it but i wish it has the updates as the pc version

PS3 is sort of an unofficial port -- however, since Valve did a huge deal of putting Portal 2 on the PS3 I'm not sure they can pull that card.

XBox, I think it was said that Valve couldn't add any updates for free, they had to charge people for the updates 'n' stuff.

Or, so I've heard, this could be entirely wrong.

A lot of people blame microsoft for it, saying their policy is too strict and won't allow it. But as far as I know, the PS3 version hasn't gotten any updates either, and, going by what I've heard, the PS3 version was significantly worse off for some reason. It's more likely a combination of Microsoft's policy and Valve's desire to keep the PC version more popular, especially after the introduction of the hats and even more now that it's free-to-play.

Supposedly, at least initially, it was because Microsoft was going to require Valve to put a price tag on the DLC. Valve didn't want to, and instead of coming to any sort of arrangement or compromise they just dropped the idea entirely.

My personal theory? After the previous incident, Valve saw that the console versions likely weren't going to have the sizable playerbase that the PC one has and just decided to let it go. They've never been opposed to offering paid DLC in their games after The Orange Box (see Left 4 Dead 1 and 2), so I find it a little fishy that Valve would sacrifice an entire playerbase, and profit, simply because it didn't fit their buisness model.

There is a fee the developer has to pay after two patches for Xbox live.

I would assume that either there is one on the PSN also, or Microsoft worked out some sort of deal that doesn't make any sense to make sure neither one got updated.

Stock excuses for 360 is Microsoft not allowing free DLC and for the PS3 version (which was done by EA) they apparently crammed the disc full, as in if TF2 was on PS3 standalone, it would have been updated.
