Simple answer? Most people are, in fact, stupid. This means that most people that manage to become in control of things...are also stupid. Further...well. In large groups, people are generally even more stupid. Now, large groups of people elect politicians. Large groups of people are generally stupid. This tends to mean they select people who do not have their best interests at heart, or have poor judgment or otherwise aren't 'the best possible choice'. So...well. The world ends up being run by people who aren't perfect. Similarly, people who win elections are generally ideologues, instead of people willing to find a solution to problems. This...has its own problems.

Serious answer: The reason because there are more idiots than smart people is because one requires you to speak and the other requires you to listen. (Or, idiots elect idiots).

It has Multiple Reasons
People don't get elected based on intelligence, they get elected based on Charisma- Think about it, Obama didn't get elected because of his sound Fiscal Policy, he got elected because he had a nice smile, your never going to see a bespecled Nerd Become President, no matter how many Economic Degrees he may have.
Remember everyone who goes into politics chooses too, this means that the idea of power appeals to all the people you elect-maybe some will have benevolent intentions but many are in it for themselves-and whats good for one politician is usually not as good for the state as a whole, in America this is worsened by Lobiests (Or whatever you call them) if they aren't giving out Bribes Like candy I'd be Amazed.
Linking to my Previous Point most Politicians have one goal- Re-election. This means they aren't going to support the unpopular-but-necessary measures unless they have no choice. This is what is causing this argument in America at the moment, The Republicans won't back the one measure America needs to stay Afloat-Raise Taxes, as that would ruin their Brand Image (Of course you could cut your massive defence Budget...but hell will freeze over before that happens)

Consequently, being spoiled from a young age, as rich people often are, generally results in a person being stupid. Combined with the fact that their parents often came into power by being corrupt, and people born into power are often both corrupt and stupid.
Then they try to restructure society to preserve the status quo so they stay in power. Through the sheer brute force of their resources, they often succeed, meaning most societies often wind up being run by stupid, immoral people.

First of all, because people screw up. Secondly, I think it takes a certain level of insanity to actually want to be a world leader.
the politicians cant just go 'well okay, here have all the funding for hospitals and cancer research! oh and shut down the military!. Lets close down all polluting industry while we are at it!" Some people seem to think a politician could do these things without bringing down their society, but they are just dicks.
Because we see a small part of their lives, jaded by bias and slander through the media to make everyone worse than they really are. Endless tabloid magazines and rumors circulate about people we can only think about, not really meet or understand. Their motives are impossible to understand and are portrayed inaccurately, we don't know what else is going on in their lives, and we treat them inhumanly, because we only see those who we really know as human. Humans have lives and intentions, dreams, ideas, loves, hates, while these icons of industry and mechanization are merely figureheads for a normally faceless corporation. We call them idiots because we, by nature, like to feel superior, and everyone who relays the information knows this well. A magazine cover talking about how awesome the president is and how he is doing a pretty good job considering the situation CAN NOT COMPETE with another next to it talking about the latest scandal in DC.
