Why no modding community?

Something has been troubling me of late, why does the 360 have no modding community? The scope is there as indie games exist, Microsoft could make more money which is important to them and us players wouldn't get shafted.

They could even get a community of modders together by paying them in MS points! Thereby getting another thing to advertise as a unique 360 item.

So two questions, if you could would you mod for the 360? Is it workable if not why, as Im not a techie I only see marketing potential!

Modding for the 360 is illegal. That's why. And if you're suggesting that Microsoft should make it legeal, games would become nigh unplayable.

Your forgetting one crucial fact; Microsoft hates free content (just look what did with the most recent L4D campaign).

As far as I know, only PC games have an active modding community. People will make mods, even if the game isn't meant to be modded in the first place. Diablo 2 is just one example.
