I've seen about 3 articles popup in the last hour detailing that the April update may have removed an under clock setting on the CPU(1.24Ghz - 3.24Ghz) and GPU(550Mhz - 800Mhz).

I can see how it could happen if the CPU was set to default into a power save mode. My PC does the same with 800Mhz as it's conservative setting but 3Ghz as its optimal setting.

I find it odd that people who did a tear down would have missed such a basic setting. Does anyone have any way of confirming?

I wouldn't qualify it as overclocking. If the 1.24 is just the bootup power-save setting then it probably always cranked up to 3Ghz when a game was running. In that scenario NeoGAF would record all the same power draws since the OS should be dynamically changing the CPU clock speed to meet demand. But a firmware update could change how the hardware reports its default setting.
