Windows 7 problems MAJOR

I cannot log onto my account, I am running windows home premium 64-bit, and when I try to log on it tells me this message "User Profile Service service has failed the Logon, User profile cannot be loaded"

I have tried booting up on safe mode but even from there I can't find any obvious way to fix it, I've tried restarting the service but hasn't helped.

Other sources told me to make another user account and copy over my files but I can't, In safe mode I can't make new user accounts and I can't log on any other way.

Please help.
