What they said at the panel was that the plan was to get vampires right first and then continue to flesh it out from there. As I recall, there was usually about 1 per 10k humans, with them getting much more common in Sabat cities.
While there were only something like 10k changing breeds (Werewolves and other werecreatures) (5k Werewolves, 50 Rokea, 1k? Bastet, and the rest ~100-250 each).
I don't think we ever had numbers on Mages, Hunters, Mummies, or Demons. but none of them were exactly common.
