Even with the importers' laxer standards of the past five or so years, the worst anime still never leave Japan.
That said, discounting hentai (which has very few quality titles), the worst one I've personally seen...either the Samurai Shodown anime adaptation or Tatoon Master.
Oh, and everyone commenting on Eiken...yes, it's extremely ridiculous. I'm fairly certain that's the point.

It's predictable as hell, there are far too many episodes with no sign of stopping even though the show and manga both hit their peak long ago (same with Bleach), and the character design is meh at best. The story is boring and derails itself often to go on a tangent but never returns to the original pre-derailment plot (see: Naruto wanting to be Hokage, but that arc turned into a rescue and the idea never returned), the villains are all terrible and/or cliché to hell, and the characters who are actually interesting are fairly quickly written out or killed. Well the large majority of people on these forums tend to give low quality answers like "all of it" or "I like this game (no explanation why) and the forum topic is normally something that only requires a one word/sentance/minor sentance in responce like "worst anime ever?" or "what is your favprite game?" or something. Now don't get me wrong there are alot of people who give good answers AND explain why (some people go on a bit eg. me normally) but that doesn't stop the barrage of simple answers.
