I'd say warcraft 2 because it's just dead ugly or gears of war cause it's so macho you wanna puke.

The original Megaman had the worst box art ever, nothing like the greatness of the game, If i had seen this when Megaman came out, I woulda poked it with a stick till the floppy broke.

I don't have a picture to link, but the Megaman boxart is the worst ever. It's not opinion, it's a scientific fact. Scientifically proven by showing the boxart to small mice and the mice all commited suicide during the viewing.
