Howard Scott Warshaw made the Raiders of the Lost Ark game, and because of that game (it was pretty epic for an Atari game) Spielberg requested him specifically to make ET. He had 3 weeks from the moment he was told he was making an ET game til release. So he rolled up his sleeves, and did the best he could. Despite the negative reception, Warshaw is still proud of his work, to this day.
I think most people who call it the worst game ever are basically taking a piss. Yes, it wasn't that great of a game, but it was a game, and it involved ET phoning home, which was the major point of the movie. I think it looks pretty good, except for the forest area. If it didn't have the unreasonable "time/score/step" counter, I'd probably actually enjoy playing it.
