Alright, here we go.

I was leveling up my Tentacool, running around Route 39, hum de dum, battle a Magnemite, hum de dum, faint a Raticate, hum de du - WHAT THE FUCK ENTEI?!?

Seriously! An Entei! Of course, I hit it with a Surf from my Tentacool, and then it ran away. The fuck?!?

So, two questions. One, is this Entei encounter normal? Two, have you ever been in a Pokemon encounter and REALLY wished you had a Master Ball?

Yes the Entei encounter is normal (after doing the burning tower) although he moves around the map and for the second question....yes

What? Haven't you played the original? Of course that's natural. Entei, Suicune, and... the other one randomly show up throughout the world. If you see them, they run away in one turn so you have to either use an attack that keeps them from running or get incredibly lucky with a random pokeball.

On the bright side, now that you've seen Entei once, you can track 'im. Every time you go to a new route, he moves to another route. You have to keep moving around till you're both in the same route, then you have to search around in the grass till he appears and then you can attempt to capture him.

Haunter is awesome for that use, it's got an attack (mean eye or something) for keeping them from running away, sleep and dream eater to stay alive (it doesn't drain a lot health so it get's them to low health, and sleep makes it easier to catch them).

Its normal.
Just use a Escape Canceling move or make sure you have a high LV Pokeball on you at all times.

Suicune FTW btw

It's a roaming Pokemon; it is in a different, random area each time you change areas. To catch it you have to move into an area that it moves into at the same time.

For catching it, try using anti-run skills and then capturing it normally.

To clarify, which pokemon game is this because I haven't played anything past Emerald (played yellow, gold, silver, crystal, ruby, and emerald). Other than that I have no idea how common it is in your game. In gold, silver, and crystal the legendary dogs are very common after the events in the ghost gym town (forget the name).

I never worry about legendaries. Most of the time I'll capture one and never use it because I already have my favourite team assembled. Also I'm a cheating bastard, I always duplicate my master balls and never worry about not being able to catch something again.

If you use fly, it'll reset its location. Don't use fly and use your pokedex to track it down. When you do find it, make sure you have a pokemon with move that prevents them from running.
Make sure this pokemon has enough speed to use its move first before it runs away.

In the original Gold and Silver, Entei, Raikou and Suicune also roamed the map, and occasionaly you would come across one of them (especially if you were tracking them with your Pokédex), I guess it's the same for the remakes...
Though you don't need to waste a Master Ball on them.

In the original G&S, after you scare the Legendary Dogs away from Burnt Tower, they turn up randomly, and after you encounter them once, you can track them on your pokedex. I think.

what is an entai?wait is that a new legendary?

Entei was a legendary in Gold and Silver.

I presume this refers to HG/SS, but I can't be sure. It's normal. I've done it too.

Wow. I am plesantly surprised. I was half expecting an entire thread of "Fuck off, noob" or some such thing, and having to tell all of them that their efforts are counter-productive (or at the very least, a collective what?)...but instead, we've got a plesant community answering a question...I guess.

Dream Eater? You kidding me? That has 100 base power! It's more powerful than the move Psychic! Terrible for catching Pokemon!
