Because it uses Steamworks, and thus needs Steam.
Impulse sell it because they make money from selling it even though it needs steam.
Much like games you buy in retail that require you to put it on steam, they still make money from doing it with very little effort on their part. Usually a case of - Here's some number, go put them into Steam and have fun! Not our problem anymore!

Yes, but you are safe to remove it from Impulse once it's safely installed on Steam.
I got caught out by this once with Modern warfare 2. Installed it off the disk, loaded up Steam and then had to reinstall it via that.
Ever since then if a game I need requires Steam I just put whatever CD-KEY I get straight into Steam and install it with that instead of using any other crap they tell you too.
If you need to do this but don't know how, just hit the games tab at the top of your steam client, then hit 'Activate a product on steam' and follow on screen instructions.
