XCOM: Enemy Within, Standalone Expansion, Coming This Fall

I wondered about that 'Standalone Expansion' sorta seems like a contradiction in terms. I assumed it meant you didnt need any other DLC to play it...

Don't worry about it. I just realised that if I did buy EW, I will be buying EU again :|

By adding new languages does that count for accents too? I'd like Spanish or Russian speaking soldiers but can I have them just with the accent and speak English? And is this only for Enemy Within? Will it go over to the main game?
