They cannot be serious about this statement! XCOM already has a thriving Mod community that is doing very well despite active sabotage from the developers and steam.

I'm very disappointed that Firaxis has chosen to lie to the community like a dirty EA executive rather than tell the honest truth. Mods are definitely possible for XCOM and have been since day 1. Firaxis implemented update changes a couple of months AFTER release that forced people to use work arounds like playing in offline mode so they could sell weak DLC (looking at your slingshot!) rather than offer real improvements.

While I love the XCOM franchise and I think they did a good job in carrying over some of the best parts of the original games to a new audience, I am very disappointed that there seems to be an element at Firaxis that appears to be putting easy profit dollars before quality and service.

Anyone interested in putting some new life in to their game can check out some of the best stuff on Xcom Nexus http://xcom.nexusmods.com

I recommend Warspace, fantastic mod but certainly not for beginners.

Their idea of a mod is most likely stuff like community made content like new characters, weapons, missions, map types and so on and not just a whole bunch of game rebalance mods.

Exactly. the steam workshop for Civ 5 is full of awesome stuff like that, and it does have re-balancing mods like Xcom, but also much more.

That's the problem with the OP, Civ 5 has mod tools included with it, Xcom doesn't. Firaxis isn't lying about the mod community, tweaking a few variables for rebalancing purposes hardly counts as modding, a lot of the stuff the tweaks added was just reactivating the second wave modifiers that they didn't include in the game launch, but later brought back in a patch anyway. The rest is mostly just playing with statistical stuff, Firaxis is talking about adding the ability to create totally new skins, models, music, and interfaces in a way that just can't be done without a working mod tool that lets you add and completely modify files, not just change values.
